Can Links or List items belong to multiple categories?
Not directly. List items belong to Lists. A List can belong to multiple categories. You can also copy a Link to multiple Lists easily. Lists are the building blocks of this plugin not individual List items.
Is there an import function from a CSV or could we use WP All Import if it is a custom post type?
Yes, there is an Import/Export feature with CSV file. You have to import according to the CSV format the plugin needs. Sample CSV is provided inside the plugin.
The ShortCode Generator does not do anything when I click the Add/Generate Shortcode button
